
On 16 December 2020, the European Data Portal published its sixth annual benchmark report: the “Open Data Maturity Report 2020”. The report presents the progress achieved by European countries in the promotion of open data publication and re-use, and the different priorities they have set to enable this. The assessment measures maturity against four dimensions:
- Open Data Policy: the national policy framework, governance of open data and open data implementation.
- Open Data Impact: strategic awareness, political impact, social impact, environmental impact and economic impact.
- Open Data Portal: portal features, portal usage and portal sustainability.
- Open Data Quality: (meta)data currency and completeness, monitoring and measuring, DCAT-AP compliance, and deployment quality and linked data.
The report recognises four categories of performers: trend-setters, fast-trackers, followers, and beginners. Countries covered by this assessment include:
- The 27 European Union’s Member States (EU27);
- The European Free Trade Association (EFTA) countries – Iceland, Liechtenstein, Norway, Switzerland;
- For the first time, the Eastern Partnership (EaP) countries: Azerbaijan, Georgia, Moldova, and Ukraine; and
- The United Kingdom (UK), following their withdrawal from the European Union.
This year, most countries show a great increase in their maturity levels, resulting in a concentration of countries in the higher end of the spectrum. The trend-setter cluster consists of seven countries. Ireland, Spain, and France have kept their trend-setter position, but the group now also includes Denmark, Estonia, Poland, and Austria. The fast-tracker group consists of thirteen countries and is the largest group of the four clusters.
