The updated EU industrial strategy highlights the need to accelerate the green and digital transition of EU industry and its ecosystems. To that end, it proposes working together with industry, public authorities, social partners and other stakeholders to design and implement Transition Pathways for each ecosystem.
The Transition Pathway for construction was released on 15 March 2022. This actionable plan was co-created by the European Commission in collaboration with Member States and industrial stakeholders, setting a vision for a greener and more resilient construction ecosystem.
To engage policymakers, industry, social and environmental partners in the co-implementation of the Transition Pathway, the Commission launched a call for commitments, through which stakeholders can announce concrete actions they’ve taken to support the green and digital transition of their industrial ecosystem. Construction is one of the EU industrial ecosystems that is the most heavily affected by the COVID-19 crisis and the war in Ukraine, and faces the most important challenges as a result. The construction ecosystem suffers especially from shifts in supply and demand for materials, finished products and a skilled workforce.
The report draws on the EU’s Industrial Forum's blueprint, the High Level Construction Forum (HLCF) plenary meetings and thematic sessions as well as the 2021 staff working document on the transition pathway for construction.
The pathway presents action roadmaps around 6 Building Blocks:
- Competitiveness (14 actions)
- Skills and talent (11 actions)
- Enabling framework (37 actions)
- Research, Innovation, Technology (8 actions)
- Funding (8 actions)
- Towards a fair and safe built environment (6 actions)
